Content:
I am a Human Being, habitant of the Earth, citizen of the Russian state.
I fully acknowledge and take the responsibility for my past, present and future.
The Russian state is me. Basis of the state is family unit.
Basis of the family unit is me and my family. My family is my children, my beloved, my parents and my grandparents. And the memory of them lives!
I fully acknowledge and take the responsibility for the past of Russia, for its present and for the future of the Russian state, because the Russian State is me! It is my today life! It is the life of my children! It is the life of my grandchildren! It is my future life!
That is why I think, I tell and I do only what influences favorably on my Dear Ones!
I ………………………………, Human Being, habitant of the Earth, citizen of the Russian State, fully acknowledge my full responsibility and solemnly personally vote for the following constitution of the Russian State of 2012!
Chapter 1. Constitution
The acting Constitution shall be revised and if necessary shall be supplemented or amended every 4 years upon election by the people of the next president of the country.
The president shall receive the full authority only after the nation-wide review and possible renewal and adoption of the Constitution.
The Constitution is subject to mandatory and lucid studying starting from the primary school.
Chapter 2. Power
Power is the ability of the people of country to exercise their will.
Section 2.1. Power in the country belongs to the people
Henceforward the state power shall be named state executive body and it is charged with obligation to execute the will of the people within the legislation of the Russian Federation.

Chapter 3. Open voting
Any voting in the country shall be open as a guarantee of full democracy in decisions.
Chapter 4. Values
Section 4.1. Human life
Supreme value of a human being is his (her) life. Human life is sacred and untouchable. Human life is “human’s field of activity”. Mankind’s activity on the Earth is “mankind’s field of activity”.
Life as a mankind’s field of activity is a common property.
There is nobody on Earth, who has right to take life of other human being.
Section 4.2. Thought
Human thought is the most important component value of a human being. Human thought is the core, information field of a human being.
Section 4.3 Information field of a human being
Information field of a human being is private property of a human being and it is sacred and untouchable. Information field of a human being shall be protected from violent intrusion.
There shall not be a human being on the Earth, who may have the right to violently intrude into the information field of another human being.back
Section 4.4 Common information field of the mankind
People are united by entire and common information field.
Information field of a human being is a part of common information field of the mankind, which, in its turn, is a common property and, consequently, nobody has right to solely own/influence/manage the information field of the mankind. Moreover, nobody has right to affect negatively the information field of the mankind by direct or indirect intrusion through negative exercise of his (her) own will.
Section 4.5. Human actions and money
Any exercise of human action is an exercise of his (her) personal energy.
Personal energy of a person is an essence, part of a common energy field of the people.
Energy field of a human being is a part of common energy field of the mankind, which, in its part is a common property and, consequently, nobody has right to solely own/negatively affect/manage the energy field of the mankind.
Personal energy of a human being exercised towards the society is often measured in money equivalent.
Section 4.6. Money
Money is a part of social relations and money does not exist on its own separately from people, influencing people’s behavior.
Consequently, nobody has right to affect negatively the free energy flow expressed in money equivalent by direct or indirect intrusion through negative exercise of his (her) own will.
Common energy field of the mankind, current equivalent of which is the money, is a common property and, therefore, nobody has right to solely own and manage it.
Nobody has right to affect negatively free flow of money supply in the given place of his (her) location, work place or in any other place on Earth by negative exercise of his (her) own will.
Section 4.7. Personal capital
Personal capital is the individual personal energy of given person expressed also in money equivalent, which shall be measured by available result as a product made individually by that particular person.back
Chapter 5. Central Bank
Section 5.1. Affiliation
The Central Bank is purely state-owned institution. No other form of ownership, except for the state-owned, is allowed for the Central Bank or any other banking institution in the Russian Federation.
Section 5.2. Tasks of the Central Bank
The task of the Central Bank is a balanced provision of the population with money promoting the balanced and favorable development of the country based on and linked to the quantity of productive and non-productive population of the country as of a single value of the mankind – the human life.
Section 5.3. Emission
The right to print currency in the Russian Federation belongs exclusively to the Central Bank of the Russian Federation by order of the Government and with approval of the people of country.
Section 5.4. Refinancing rate of the Central Bank
Refinancing rate of the Central Bank in the Russian Federation equals to zero.
Use of rouble in the whole territory of the Russian Federation is interest-free.
Currency of the country is rouble. Rouble is a constant economical value based exclusively on the size of population in the country and of goods produced by the people.back
Chapter 6. Priorities and values as favorable conditions for the human life
Section 6.1. Main priorities for the healthy human life and necessary conditions
Human life is supreme treasure of the mankind; therefore the Conditions for the favorable life and activity of the mankind are the highest priority.
Clean Air, Water, Food are the highest value and main priority among the favorable conditions for the healthy human life and activity on the Earth.
Solar energy is unconditional, it gives life to the planet Earth and thus it provides life to the mankind and to the planet itself, consequently, the human life is merely a POSSIBILITY for self-expression and self-realisation.back
Chapter 7. Freedom
Section 7.1. Freedom as Consciousness and Responsibility
Freedom is full consciousness and responsibility for each of all possible consequences of each decision taken by a human being.
Chapter 8. Property
Personal property of a human being shall be defined by the limits of his (her) personal energy, within the limits of physical needs of his (her) family.back
Chapter 9. School, education and training
Each citizen, including the head of the country, shall closely overlook creation of favorable conditions for beneficial education, training, formation of the people starting from childhood.
Chapter 10. Economical activity
Economical activity is any constructive human activity in the society based on mutual exchange with energyback
Section 10.1. Goals and tasks of economical activity
The goal of economical activity of a human being is creation, control and balanced distribution of economical resources for creation of favorable conditions for healthy existence and beneficial development of the society, therefore the concept of “financial profit as goal” shall not exist.
Chapter 11. Personal living space
Personal living space of human family as necessary condition for the healthy life of a human being. A land plot of 1 hectare area as minimum, feasible for healthy residence of a human being with his (her) family.back
Chapter 12. Priorities, values and their assessment
Priorities, values and their assessment shall be in direct dependence on their influence on vaforable conditions for the life and activity of the human being on the planet.
Chapter 13. Medicine
Main task of the state is creation and maintenance of favorable conditions for existence of healthy society on the planet.
Medical services shall be free of charge. back
Chapter 14. War. Arms. Military serviceman
Section 14.1. War
The war as any kind of violent attack or interference in sovereignty of person or citizen, verbal abuse or violence against national or public sovereignty or sovereignty of other state shall be Prohibited
Section 14.2. Arms
Military production shall be strictly state run, fully transparent and accountable to the president of the country, who, in his (her) turn shall be accountable to electorate.back
Section 14.3. Military serviceman. Soldier. Policeman. Conscriptee
Military serviceman is a conscriptee for the military service. Soldier is a citizen of the country, being in constant combat readiness to protect peaceful life on the Earth.
Mandatory Military service is a honorary obligation and sacred duty of each citizen of the Russian Federation!
Human being, soldier, having killed the human being, is solely guilty of murder and shall be responsible to the people and the law.
Human being having ordered, directly or indirectly, to kill human being is solely guilty of murder and shall be responsible to the people and the law.
Section 14.4. Executive service. Police officer
Police service is an honorary state service.
Police officer shall have rights of a citizen of the state and duties of a public servant. District police officer shall have the following duties: Health and safety of lives of citizens living in the territory under his (her) control.
The cleanness and harmony with the nature of the district under his (her) control.back
Chapter 15. Judicial power
Judicial power is the educational right belonging to the people to make decisions to maintain the reign of law in the country in accordance with the will of the people of this state.
Section 15.1. Executive bodies of judicial power
Executive judicial power belongs to the people.
Being a judicial public servant is an honorary duty of elected citizens.
Judicial serviceman shall have rights of the citizen and duties of a public servant.
For proper execution and conducting of legal proceedings under the law the trial shall be performed directly by jury under control of judges and attorneys.
Legal proceedings in the country shall be free of charge.
Chapter 16. President and Government
President is an honorary duty of a citizen of the state elected by the people of this state and the president shall perform the will of the people.
Government is an executive body for management of the state subordinated to the president of the Russian Federation and to the people having elected it.
